1999 $1 Offset Bank Number Touching Signature

I found this while pack hunting today.

The signature on the right is touching the bank number. I compared it to another 1999 $1 and its the bank number that shifted.

Is there any value to this since its not a major shift error and the bill isn't in the best of shape.

3rd printing appears to be slightly out of registration. Not enough to warrant any collectible premium.
