A quick soak in acetone would be a good first step. Agree, reverse pic please.

If it is on the surface it is most likely tape but if it is in the metal it could be a different story.

To me it looks like a struck through something issue. Note the weakness of the design and the devices and fields altered. So if the coin is normal weight it maybe a struck through error.

. First step is a soak in 100% pure acetone. Next,post a close up in focus and a full coin photo of the reverse.
