The 1982 quarter has master die doubling so all of them be it Denver Philadelphia or San Francisco minted will show doubling. Go to doubleddie.com and you will see better.

As stated, yes it is Doubled as all 1982D quarters are doubled.
Find one that isn't doubled and then you would have something.

The master hub was swelling that year and they had to recreate a new master hub. When the hubs swells, it passes that down the chain of command down the line:

It is not just the size of the devices, but the location of the devices move towards the rim and even the bust can be affected. Note the differences between the 1982 and 1983 quarters:

Pretty much the way they looked that year. If they had changed in the middle of the year, they would have have a large and small date quarter. But they waited until the next year to fix the swollen master hub issue.
