Hmm , that doesn't look like damage to the #7 created the fins . Something else going on .

The largest one on the 7 looks like a die chip but the others look like damage.

1957 D had a lot of dies chipping around the date, and although I've never seen this one I'd go with die chips. There is a somewhat similar oddity with one die that looks like icicles hanging off the mint mark.
