I think he is referring to the possible die chip under the hat brim on the forehead.

Or it could be a liquid that dried on that area of the coin. Sometimes glue is used on coins. If this were a Proof coin (which it is not) it could be flat field doubling:

What it that? Proof coins are struck twice. So if Machine Doubling happened on the first strike, the second strike can flatten it and adjust the devices a bit with the flat field doubling.

But your coin is not a proof coin. If just looked similar to what is on your coin. (Proof coins since 1968 have the 'S' mintmark on them) Your coin is a Denver mint, business strike quarter.
