1999 Lincoln Memorial Cent Die Scratches/Gouges Or Post Mint Damage?

The Reverse of this 99 LMC has a die scratch? from the top of the rim into the Memorial.(Pic #1)

What are all those diagonal lines going across the steps?
Are they die scratches/gouges or Post-Mint Damage from something that scraped across it?

chuckster, the lines in the steps are just random polishing lines. You can see the back of Lincolns neck between the columns. Lousey job of trying to remove clash marks. The die crack above the building I'm not sure of. Seems to go over the dot and bottom bar of E. Have to wait and see what Charles says.

It was (The Die) probably brushed with a wire brush. The lines seem to be parallel in certain areas. But it is not post mint damage. There are several more coins that look like this because of the cleaning.

This to me appears to be 1st- a die break, 2nd polishing marks from someone at the mint after repairing the die( harshly done polishing ). Nice photos...
