I'm pretty sure I have a U. S. Twenty 2017series that I think maybe a super rare note being that it's a flipper and a true birthday note with the serial being NL09061999F how would I even being to price this for sell

There is a market for birthday notes (search on ebay to see lots of examples and get a feel for asking prices), but they don't typically bring a very large premium. This is definitely a better one, though. I don't collect serial number varieties so I have no clue about the value it may have as a flipper...

Welcome to CCF.
After reading your quote, you should have no problem coming up with an auction description for selling your note on ebay. You're already using the key words, like "super rare note", "true birthday note" and "flipper". An estimate on value would also depend on the condition of the note. The only thing remaining is hopefully finding two bidders born on September 6th 1999 that collect paper money.

Just fyi, ebay would be best. A dealer at a show, coin shop, etc, really for the most part are not interested in these flipper, chipper, double triple backwards full dismount vf and xf notes. Just my opinion.
