Curious about this $10 bill series 2017A. Those numbers are printed underneath? What is this and how can this happen. I read something about someone named Bart who found something very similar with a 2009 series. idk but I appreciate you all for your time and help
Looks like it could be part of a bank stamp. It's an optical illusion that makes the black ink appear to be below the gold ink of the torch. In reality, the black ink doesn't stick to the gold ink and only adheres to the paper, making it look like it's below the gold ink.
