Still doesn't really explain the 30% copper the test said is there in the outer ring that should not be there at all. I got ya though, it's why I'm thinking setting/operator error. but the results are "fishy" if it is something someone plated over to make it one color. it's finding things that shouldn't be there, and it's not finding things that should be.

The outer ring passed the magnet test, so there is definitely some steel there. The core did not, at least with the very small magnet that I used. I will be taking the toonie back for a second opinion from their expert in error coins. They can redo or refine the XRF analysis if necessary.

As you mentioned bring a regular looking 2020 toonie and repeat the XRF test

Why wouldn't it? The multi-ply plating process implies just that. There are multiple layers of nickel and copper in the plating for all Canadian coins, except the loon dollar.
