1913 Newfoundland Cent, Repunched 3, Or Normal?

I usually don't look at coins older than 1940's to present but I acquired a handful of Newfoundland and Canadian large cents and came across this, the 3 in the date looks like it was re-punched but I know nothing of Newfoundland coins so I have no idea if this was normal or not or if something else is going on.

Opinions appreciated.

There are no known varieties for the Newfoundland 1913 large cent.

It is not uncommon to see repunched letters or numbers on NL coinage but its hard to tell on this one with the gunk in the way. The upper left tip suggests that it might have been repunched but its hard to see any evidence of it anywhere else.
