2018 Toonie, Is This The Same Thing That Happened To The 2001 Dimes?

I pulled 2 of these out of the 2018 plastic rapped mint rolls there is some "fog" on the top of the coin. It hasn't gone away so it's definitely on the coin it self. Mayb it's from the seal rap it came in,or just some sort of oxidization? Let me know

It's one of the 2018 Armistice toonies I pulled from the mint plastic sealed wraps I posted about, the other one is somewhere lol, so I figured I'd try and wipe it off but not budging. To me it looks like the start of DD or something else, but the colour and how it's forming around the letters, reminded me of the 2001 dimes(so many of them look like the die runs and bleeds right into the rim from every letter and number on the outmost of the coins. It's really common in 2001 dimes. I'll try and look it up online but doubt I'll find a good article.

@loonielewey, I'm not sure if that's the same thing. Probably is but I can't tell without colour Photos. Definitely some sort of Die Deterioration
