Glue, or another foreign substance. Soak in acetone and it should disappear.

Does it look like to you there is something going on under the coin where that substance is?

A plating bubble or a die chip. It is not premium either way.

It does have an odd tint to it, doesn't quite match the color of the coin itself. I'll have to agree with the others that have said it is some kind of residue or glue

I agree-some sort of foreign substance that found its way onto this cent after it left the mint.


Added: also, it is a minor thing, but the side of the cent with the Lincoln Memorial is the reverse.
