Are you referring to the 'doubled' appearance of the rim?

It looks like a tilted die issue. But on these there is often a thin fin that after it is flattens it doesn't have a premium.   I feel these are caused by the same thing that causes Machine Doubling. The looseness of the striking process, that alters after the strike damaging the coin, but also strike blindly at the coin before the strike. Not landing on the centered position during the strike. Thus creating a fin on the outside edge of where the die landed. I've not read that by others, just a theory I have. Does your coin have Machine Doubling on the devices?

@coop thank you for the explanations and images of how and why. Can I ask where you got those? I am having a hard time learning about the minting process and telling doubled die vs md. I think those would be very helpful. I have been looking for someone in my area but no look so far. The search continues
