The doubling is flat and shelf-like. Going to say just another case of Machine Doubling, unfortunately.

As mentioned, it is Machine Doubling. Note the same event is happen on the bottom of the torch. Here are the listings for that year on V.v:

I disagree.
I think it IS an RPD.
I would expect to see more doubling on the other devices in the area if it were MD.

@kanga as Coop said, you mean RPM, not RPD presumably. If you really think this is an RPM, you'd need more evidence than the lack of other flattening, since it's perfectly possible for MD to be localized on the design, especially if the MD results from looseness of the die at a tilt or about a pivot point (think of it as the strike equivalent of the same process that creates a class VIII or Class V respectively doubled die when it occurs in the hubbing).

Machine Doubling, not a RPM.

Just like this one has a RPM inside of the mintmark to the east. Your coin doesn't show this. Thus it is not a RPM.
