I haven't seen many of these in circulated condition, so I'll say F/VF sounds about right.

Wondering what the red is around the devices. I wonder if this coin was painted/colored at some point and then cleaned?

From a level of details remaining, I would agree with a lower-end VF assessment.

However, the lines/scratches seen on the coin (especially on the obverse) make we wonder if the coin has been harshly cleaned in its past and would therefore net a "Details" grade if submitted to a top-tier TPG service. Difficult (for me at least) to assess from the images.)

This commemorative is relatively common in mid circulated grades, and I'll accept VF for the state of were.

The photos do not provide for the ability to judge surface condition. It's possible, s commems states, that the coin hs been cleaned although I cannot tell.

This is a fun example of a coin honoring USA history.
