Coin weighs approx 2.99G

It looks like a legit capped die error, but what happened to
the copper on the Obverse?

The coin looks altered. The reason I say this is that the obverse is missing its rim, while the reverse is showing the rim. If the coin were full weight, then it may have been what you mentioned as a struck through a capped die. But on the capped die rims, the rims are more saucer like. Not showing a rounded rim.

I agree that the obverse looks altered. There is no trace of wrinkles or "tendrils" extending from the letters or numbers. The absence of a "wire rim", the slightly reduced weight, and the odd color add to my suspicions.
