As is the case with many Dutch tokens, this one was struck in the government mint. You can see the two little mintmarks: the caduceus (winged staff) of the Royal Dutch Mint, and the set-of-clipper-sails which is the personal mark of the mintmaster at the time of issue (Maarten T. Brouwer, 2003-2015). Which also handily gives a date range for the token's issue.
