I've looked at lots of examples of ragged clips. None seem to look like this so I saying that this is PMD. Someone cut it possibly. But your thoughts are greatly appreciated.

I agree, PSD.
But it definitely would have produced a closer look if I came across it.
The raised metal at the bottom of the cut tells you it was done post mint. Striking dies would not have left that area raised.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.
