The lowest weight I could find among the many examples of this coin sold at auction is 27.69 g.

So yours is very likely a fake.

the over all design surface of coins is mushy like soft soap look
it is a copy / fake often sold on Chinese web sites or ebay you will often see them added to large job lots of worthless coins to boost up the price of job lot

If this piece was placed on my magnet slide, I doubt if it would behave the way a silver coin would.
