I am correct in my assessment that proof silver State Quarters prior to 2004 CANNOT be obtained in a standalone Mint Set, but have to be bought as part of the larger Proof Silver Set (which includes the other denominations)?
I lucked into a couple of pre-2004 sets that had been split up and got the quarters cheap. Pre-COVID, I tried to nab most of the silver quarter proof sets for around silver melt, and that was fairly doable. The one that I had to pay up for was the 1999 set.
I cracked them out and dropped them into a black Capital Plastics holder. I really like them displayed that way.
