I haven't found a match to listed rpm's, and since I'm 50/50 whether this is an rpm or damage, I'd appreciate the community's expertise on this one.

I'm thinking machine doubling--classic shelf-like (flat) features.

If you look at the top of the date devices, you will see the same thing. When the mintmark and the date shows the same thing, it is Machine Doubling, not a DDO and a RPM. Why? Because the dies are created first, then the mintmarks are added to the dies in a separate step. (until 1989) So when the date and mintmark are affected the same, it is Machine Doubling, not a doubled die and RPM, just a loose machine.
