Were they Proofs at some point? Or just no luster at all mints? No way there sms.

Not sure what you mean. If they had been struck as proofs, they would still be proofs, just "impaired proofs" if circulated or seriously mishandled.

They may been improperly cleaned such that the luster was damaged. But, it looks to me like most of these are business strikes that have seen enough circulation to have lost their luster due to honest work.

Proofs would typically exhibit at least some traces of a mirrored surface even if they had escaped into circulation.

I don't see any reason to think these aren't just normal business strike coins that have worn down a bit from circulation.

On a positive note, they are all 90% silver!
