It's not a "Cheerios" dollar because it is not in Cheerios packaging. It could still be a detailed feathers variety but I'm no expert.

would you please take a photo of the Obverse, there is a marker that also tells whether it is a Cheerios or not.

Well that is not the holders they came in. They looked more like these:  But the run may have been used for other coin sources:  There is an obverse marker that is part of the same lot. Someone posted a cheerios dollar that didn't have the different design as the first example I posted above.

So the question remains, if it has detailed feathers (1999 pattern coin) have any been graded without being from a cheerios box? What happens to the circulated ones? there is actually no way to determine if they came from a cheerios box once they have been removed except by the pattern so what happens now?

The first photo has diagonal feathers like the true Sacagawea "Cheerios" dollar. However, I have one of those "first day issue" holders and it has normal tail feathers. Is it possible that some of the "Cheerios" variety coins were put into "First Day" holders?

Tail feathers are correct, so yes, assuming it's not a counterfeit, it is a cheerios dollar.
