i have this one closer to VF10. the obverse might pull it up to F12 but I cant see it any higher than that

Assuming you don't have any Verdicare, I'd start with a quick acetone bath and lightly roll, no pressure, over the spots with a qtip, if this does nothing then repeat the process with xylene. May or may not help. That's what I would do, however, I'm sure others would say leave it be.

I used acetone on it like you described. Then I tried Blu-Bow, that did remove more than the acetone. It was worse looking than the pics show now.

VF20 . Would appear to be the doubled die obverse for this year as well.

@Jerry Picker, can you post some new pics? Never used Blu-Bow, don't know what's in it, nor the affects it will have on a copper coin.

Tough date! Obverse F-15, reverse F-12, net *tossup* for this one. I can't see VF without "WE" being legible, but the verticals and horizontals on the shield are strong. The reverse can't be all wear. It's weaker than the obverse, but has more detail than I would expect for VG or a low F.
Just me, but I'd leave the surface untouched. There's too much at stake with this coin to run the risk.
