I Think This Is An Offset Printing Error

I got this in change yesterday. I think its a Offset Printing Error. (and I hope I'm posting in the right forum)

You don't have an offset on both sides, I think what you have is the colour
bleeding through on both sides for some reason.

For an offset printing error, I'd expect to see one side with the "extra" printing and the other looking relatively normal. Here I'm seeing equal amounts of the opposite side showing on both the obverse and reverse, so I'm guessing it is just "see through" and not an offset printing error. I know oily notes get this way, but I'm sure there are other reasons.
