If that's a date, "946" (or maybe "1946"), that should help narrow down the search. If I had to guess, I'd say 1946, Jodhpur? Comparing the pics in my copy of G&G I'd call it D1062, half-paisa, mintless type, or perhaps D1061, a 1 paisa, like this one on zeno.ru. A diameter measurement would confirm the denomination, but it's identified enough for me to finally call this one.
