Definitely not!

If it was a wavy the line above the baseline would have a bulge as well as the baseline itself.

As for the coin in the photo if not for the cut through the baseline the two lines would be parallel - the tell-tale sign of a normal 20 cent coin.

I think that you can rest easy karloning as a wavy has a corresponding curve that is paralleled in the water swirl directly above it which this coin doesn't have ... also the wave is found closer to where the down stroke meets the base line.

To clarify:

2 parallel straight lines = definitely not a wavy
2 parallel curves = you might be onto something.
