I'm thinking Machine Doubling as well. Machine Doubling usually doesn't appear equally across all devices on a coin. I've come across many examples such as yours. To help clarify what we're looking at, please post large and sharp photos of the coin--obverse and reverse. Thanks.

If you had posted the date and the mintmark you would see that the date also has the same affect on it as well. Denoting Machine Doubling.

usually, if it were to be doubling, the devices get wider, the MM on your is much thinner from a worn out die.
