This "covered date" quarter was change recd a couple of months ago.

I have very little knowledge of coins, so did not know what to call it.

You can call it damage. There is no way that happened during the striking of the coin.

Just a damaged coin. It was at one time normal, now looking like an bad accident. Face value for a damaged coin.
