1965 Washington Quarter - Reverse Doubling?

Looks like some type of doubling on the reverse within the motto. Checked out VV and couldn't match anything, so guessing this is not the good kind of doubling, but am interested in learning what this might be. I see it most in the R, B and S of Pluribus. Coin has seen better days! Thanks!

Looks like Machine Doubling and circulation flattening on those devices. The flattening enlarged the devices. But the other devices should also show hub doubling. I'm not seeing it.
