Just found this toonie in circulation and I'm wondering if it is a specimen coin or what could have cause that finish on it

It looks like it was scrubed and the plating worn off the high points.

Either some sort of Environmental Damage or someone has tried to clean it with something..
In either case it would be classed as damage.
