Some sort of post-mint counterstamping. Reduces the coin to just bullion value.

Thanks for the quick reply. I appreciate it. I figured that too, but just so strange. It's cool looking to me so value isn't that important. I would like to know more about why and how. In better light and magnification it almost appears to be shapes or symbols.

Looks like teeth on a vice to me, regularly spaced and lined up. Some other tool maybe.

the marks look as if the coin was clamped in the jaws of a vise or tool.

Yes. I'm much better at stapling these days. This one was done years ago. Embarrassing. Thanks for your help guys. I found this picture today. Looks similar.
