Normally I would pass this off as PMD around the neck, but the coin is coming from a uncirculated roll form the bank.

Just looking for opinions...

It is damage. Note it is incuse and the south edge, there is a wave pushing that area downwards. When you see the wave of the metal, that tell us that it was not a there when the coin was struck. It was added post strike.

Note on this coin? The ends don't taper off. A distinct end and no wave.

Post mint damage, and definitely circulated (as seen by this damage and other marks on the coin).
