Is this off center enough to be considered much of an error ?

Since the design is complete on both faces, this would technically be called an "uncentered broadstrike". It's an error, but a common one that is worth less than a dollar.

I thought it was called a misaligned planchet,and most people would not keep it unless it is missing some of the device.

John, you are thinking of a misaligned die(MAD) strike which will only affect one side of the coin and it still struck in-collar. Notice that this coin is struck equally off center on both sides. That means that the planchet itself was not properly aligned with the dies and that the collar was not engaged since the collar is what keeps the planchet centered between the dies. If design detail was missing, then this would be an off center strike but since all detail is present it is just called an uncentered broadstrike which has a diameter slightly larger than a normal coin. You can also have a centered broadstrike and that is larger than a normal cent as well(just not off center).

Or that both dies were misaligned in the same direction and to the same degree. Really not likely, but possible. Much more likely to be an uncentered broadstrike.
