I believe this is called a collar clash and possibly a small fin? It appears to be cracking inside the clash. The die crack on back is identical to the one shown on Variety Vista DDO-II-C+VI except this coins crack is on the opposite side of the memorial. (not saying this is DDO, just that the crack is identical in appearance to the one on the DDO although on opposite side)
They should be flat on the edge. Sometimes the rims are tapered a bit and the edge is gradually outer, flat. But on a partial collar, the edge will be uneven: The area contain in the collar will be rounded. The areas outside of the collar will swell wider than the collar: If there are reeds on the edge, just the areas inside the collar will show the reed areas: often angled: Outside of the collar the coin will be wider than normal. Reeds on the inside collar areas.
