Last year as the RAM was under renovation and the metal prices soaring to a record high prices - I think the metal value of the 5, 10 and 20 cents came close to their face value which to me seems that the mint offset the cost by striking more of the other denomination coins. 50 cents however seems to be an exception - I think the preparation and handling cost of such planchets are more expensive.
So far in my area, 2008 coins seem to be abnormally scarce compared to the previous few years. I'm finally getting some banged up 2008 50 cents in circulation.
It reminds me of the coinages of 1983,4. While the mint reports that there were a few million struck, a lot of them were melted due to the low demand. I'm sure the mint isn't too keen on striking too many coins only to get melted as scrap value.
