. To me it looks like some sort of PMD,pliers of some kind? Not a mint error.

Agree, not an error, just damage. Looks like someone has tried
to cut it with something. No extra value for damage.

If you can imagine damaging a coin that way, such as with pliers, that's probably what happened.

While the mark is incuse, note on the edges before that? You can see a wave from the metal being pushed from one area to another area.

The important point to take home is the identifying the wave of moved metal. That way you will be able to spot this to identify that the coin was altered post strike. That is the lesson learned on your coin. The angle of the lighting helps show this.
