Do finger prints remove all collector value?
When there are finger prints on a 1983 double die is it still valuable collectors item?

While rarity will still effect value, fingerprints WILL diminish a coin's numismatic value. That is why as a general recommendation, cotton gloves are advised when handling unblemished coins. They are inexpensive and available wherever hobby supplies are sold.

You mentioned a 1983 cent, but showed us a 1991 coin. The coin pictured is in rough shape for sure, because of fingerprints.

Hoping to find a 1983 Lincoln Penny. But there is a high likelihood of black spots or flinger prints. Thus the question

Not necessarily. Think positive. There are probably more very nice cents out there more than those ruined by fingerprints, and black spots are pretty random too. They're out there!

Searching for--and finding--a legit '83 doubled die ( DDO and/or DDR) will be a chore. Plan on looking through hundreds and hundreds of thousands of cents--and more; high volume searching is key. You could find one next Tuesday, or 25 years from now. I've been rummaging through cent rolls over several decades and have yet to find one.

Impact value? Yes
Remove (all) value? No

It diminishes eye appeal so (gut feel) maybe it lowers value from 30-50% but it's dependent on the coin and rarity to an extent.
