The reason the mintmark sizes are different, is from die polishing. Note the sizes of the Liberty devices? They also show that both had gone through a polishing. The reduction from polishing the fields are from polishing off a obverse dies from clashes. Thus the strong mintmark is the one example, but that both were polished, is by noting the '1' on both coins. The one with the weaker mintmark and Liberty with the polished die example, is the one what is a fresher die state than the other one. But all the devices were touching the rimson business strike cents, even on the proof cents were affected. That was because the master hub that had been swelling for many years. During its life it created many years of the master hubs. Though out the years, the dies devices were helped along to enhance part of the devices, but in 1969 they had to recreate the new master hub, to make a real 'new one' for the 1969 cents. So while a lot is going on with your coin, it is just a history lesson and a die event issue.
Note the size of the bust, and the size of the devices on these different years. While it looks like altered with a new design, it is actually the same design, jut a fresher master hub that was recreated. This happens through the years. But since 1969 so many master hubs were created, that in 1982 they had to do this again. Thus recreating during the year created a large and small date because of changing during the same year. We see the same event with the swelling of the hub the large dates of the 1982 cents. But the devices didn't move into the rim. On this same year, quarters were also having the same issue, but they waited until the following year to create a new master hub. Again we can see the difference on these when looking that the 1982 and 1983 quarter designs.
Note again the size of the bust and the devices being in larged. So this happened for us to learn why the master hubs needed to be replaced, by creating a new master hub, but still using the original galvino.
Going a bit deeper on this post, but to see how one thing affects another, it doesn't surprise us as much when we see thing things on the die. So they 1982 examples were the last ones that I know that had the date that was not showing the last two digits on the die. I'm thinking a new die creation process is going on since then. Things change.
