The gray matte rough surfaces of the whole coin indicate to me that the coin was restored by using Nic-A-Date (or some similar chemical composition).

You can find detailed slabbed key date Buffalos such as 18/17-D, 16/16 in auction archives that have the same rough surface appearance from restoration. They are what they are and they are worth what someone will pay for them.

The mostly missing rims suggest it took a swim in a pan of dilute Nitric Acid. Cupro-Nickel in dilute Nitric Acid leaves a clean, reduced, pitted surface.

Thank you for all of your responses, it didn't look like Nic-A-Date per se, but I agree some chemicals were at play here and it's a shame because the date is a better one.
You realize when you know how to think, it empowers you far beyond those who know only what to think.
