Not sure it is "red" by numismatic terms. Looks to have an environmental build-up on it's surface. Not too desirable for a collection or as a good example of a 1969-D cent. It has seen better days.
Yes, a cent exposed to environmental elements, along with accumulated crud. May have spent some time in moist soil, or in a poorly-maintained fountain.
