Can't see the "ibe" close enough to tell. Perhaps just a blemish? Usually the "ibe" is a die chip between the letters. You do have Machine Doubling as seen on the date.

Usually the die chips between the B and the E, We call that a 'BIE' error because the chip in between look like an additional 'I'. But I'm not seeing that on this coin.
