You can submit coins directly to NGC by joining the ANA or by paying an annual fee for membership in NGC. You can also submit coins to either NGC or PCGS through your nearest authorized dealer for an additional charge.

Be very careful to review the grades received by others on this common issue, along with the prices being asked for resale, before submitting your own for the expensive grading process. It will unlikely be a winning proposition if reselling it is your intention.

Oh no,I'm a silver dollar collector I just want it for my slab album.Never for sale.
I though it would go better to display it there out of the coin box it came in.Would be nice if it came back MS-70.

Coins can be submitted directly to PCGS, as well, with a membership. You don't have to go through a dealer. ANACS accepts direct submissions without any membership fee. Each company's website will have more info on the process.

The fee for NGC is usually provided for by crediting the slab fees back. Since it's an expensive process, that is about the cost of 2 coins getting certified.
