In this case, likely a liquid-based agent--got one side, but not the other. Not uncommon. Among other coins, I collect well-toned cents, and have dozens of toned shield cents. They are an attempt often make make it look like a mint error, but is really damage to the coin. When they figure out they failed. What to do with the damaged coin. "Spend it!" Just like a wrecked car is not a factory error, but damage, that is what is being pulled from circualtion, coins that are post strike damaged, and they are not mint errors.
