Based on this, the difference is 0.453 grams or 1.698% of the intended weight. For a modern Mint product, that seems like too much to be off - I wouldn't call it "within tolerance." That kind of overage would result in a loss of tens of thousands of dollars if the entire mintage was over weight to that degree.
For comparison, the original
Peace dollar had a tolerance of less than 0.1 grams (vs. 0.453 grams).
Something's off! My guess is that it is the scale's accuracy/precision.
