It almost looks like die fatigue to me from an older die.

With it on the outside edge of the die, that was my thought also, rust. But rust would leave an incuse mark on the coin as the surface would be raised on the die from the rust, leaving an incuse mark on the coins.

I've never seen this Prickly surface! I acetone that edge thinking it would come off but it even made it more distinct once I washed the crud from under the little "horny Toad" spikes? Weird?
