I think it is a scratch in the surface of the coin, occurred after it left the mint, or PMD. in your pictures the line is dug into the coin, a die crack would be raised from the surface. Stick around read as many threads as interest you, and you will learn plenty.
Hello there, around here for an incredible place to learn much about coins! On your Connecticut quarter, those are really long scratches, if they were die issues like a die scratch, they would be raised instead of incuse.
