Not sure exactly what caused it but it's PMD, possibly done on purpose to try and sell as a mint error.

I have seen that before. I may be wrong but I think it is caused by the crimping machine that seals the package.

It's not a mint error, it is an error that happened at the mint. It is a packaging error. John1

At first it looks cool but as mentioned it is a damaged coin. I have a Dime sample still in mint Cello.

It is were noticed when you received the coin, you could have received a replacement. But too late now. The damage turns it into a cull coin. (You could save it to show to new collectors on what not to collect. (Show and tell item)

Yes, crimping/sealing machine damage. Sadly, mint sets were not asssembled at a slow, loving pace.

Post minting damage. Not an minting error, blame the packing machine.
