Looks like a moving lamination error on that area of the face. Probably more going on with the obverse. Thanks for posting the date, it helps with the diagnosis. Interesting peel on that area that moved a bit.

 Could be a retained lamination, or possibly the coin took a hit long ago and moved the metal on the cheek.

With the new photos, I'm thinking a lateral, east-to-west hit, resulting in a gouge with moved metal.

Looks like there are two gouges moving the metal. PMDMakes a difference when full coin is shown.

Looks like the damaged moved the house. Not a plus for the coin.
