Hard to tell from the photos, it looks like PMD to me but the date does not seem effected so maybe something else.

It maybe an epoxy glue on the coin. One for the Wheat cent pile.

If it is raised off of the field, it is probably as coop stated,
some glue like substance. Not an error.

To have even more fun, try soaking the coin in pure acetone--perhaps overnight. That might remove the gunk. Acentone works on many things, but not all.

that it looks like something is on the surface of the coin.

Thanks for the help, probably try the acetone and see what happens. I got 12 more I'm going to put in the grading and see what you people think. thanks again

Try using a 14% gray scale background,the yellowish background is making the cent look off color unless that is the true color of the coin.
